FCTA INVESTS IN FUTURE LEADERS WITH LEAD-P CIVIL SERVICE TRAINING
…Program Aligns with FCSSIP 2025 to Drive Civil Service Transformation
In a bid to foster a digitally proficient and effective civil service, the Federal Capital Territory Administration (FCTA) trains 100 officers at Grade Levels 10 to 14 in leadership and administrative expertise.
As part of the selection process, the FCTA recently conducted a Computer-Based Test (CBT) for 975 applicants vying for the LEAD-P training. This initiative aims to identify the most qualified candidates who will undergo specialized training in administration and digital technology. The goal is to equip them with the necessary skills to provide technical support across all FCTA agencies, including assistance to political appointees.
One of the core objectives of the program is to create a pool of officers ready to take on strategic, service-wide responsibilities. These responsibilities include offering technical guidance to political leadership, leading crucial projects, and fostering key civil service competencies.
Speaking at the event, the FCTA Head of Civil Service, Mrs. Grace Adayilo, emphasized the significance of the program, urging participants to take full advantage of the opportunity. She highlighted that the initiative aligns with the Wike-led administration’s commitment to nurturing capable leaders for the Federal Capital Territory. Adayilo further stated that the program would be held annually to ensure dedicated and ambitious civil servants receive continuous professional development.

She noted that this initiative is one of the three Core Training Programs established under the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2020–2025. “This marks a major step in our ongoing effort to strengthen leadership within the FCTA. Our objective is to train at least 100 officers yearly, shaping the next generation of civil service leaders. I encourage all participants to engage actively, seize learning opportunities, and maximize the potential for professional growth,” she said.
The Permanent Secretary, Common Services, Mr. Babatunde Rotimi Ajayi, commended the FCT Minister, Nyesom Wike, for prioritizing capacity building within the civil service. He expressed optimism that graduates of the program would be regarded as an elite group of civil servants known for their expertise and problem-solving abilities. “We expect that this training will produce ambassadors of excellence who will drive transformation and promote a results-oriented approach in the civil service,” Ajayi remarked.
Dr. Jummai Ahmadu, Director of Reform Coordination and Service Improvement at the FCTA, also spoke on the strategic importance of LEAD-P. She described the program as a key component in the future of public service, aligning with the FCSSIP 2025 and policies on Leadership Management and Succession Planning in the civil service.

“The primary goal of FCT-LEAD-P is to develop future leaders within the Federal Capital Territory Administration through a structured capacity-building framework,” Dr. Ahmadu stated.
With a strong emphasis on placing the right talents in the right roles, the FCTA, through LEAD-P, envisions cultivating a generation of civil servants who are skilled, proactive, and committed to passing down knowledge to emerging leaders. This initiative is expected to drive sustainable development and improve efficiency in civil service administration.
